Is there support for Windows 2008 R2 (64-bit) for SiS 11.x?

Yes. SiS 11.11 can be installed on Microsoft Windows Server 2008 R2 (64-bit) Enterprise edition as either a 32-bit application or 64-bit application

Is there an Upgrade Configuration Tool that can immediately upgrade from SiS 8.x to SiS 11.x?

Unfortunately, there is not. The SiteScope upgrade path from 8.x requires an upgrade from 8.x to 9.x, from 9.x to 10.x, and from 10.x to 11.x.

No. HP recommends the following minimum system requirements when installing HP on a VM.

CPU	4 Intel Xeon physical processors, 2 GHz each
RAM	4 GB
Free Hard Disk Space	20 GB (Hard Disk speed: 7200 rpm)
NIC	1 physical gigabit NIC
Other Software	VMTools must be installed
Java Plug-in	JRE 1.6.)_14 or later
